Meeting of Holmer and Shelwick Parish Council at 7:00PM on Thursday 9th September 2021 at Holmer Parish Centre, HR4 9RG

Present: Marc Mohan (Chair), John Phipps, Andy Coultas, Tanya Walshe, Neil Duggan (from 7:02PM)
In attendance: David Hunter-Miller (Clerk), Duncan Smart (Footpaths Officer), Mark Millmore (Ward Councillor)

1. Apologies for absence
Apologies were noted from David Cooper, Neil Flanagan and Paul Stevens.

2. Declarations of Interest
Marc Mohan declared a disclosable pecuniary interest in item 10.1 and non-pecuniary interest in item 10.3.

3. Dispensations
Nil received.

4. Co-option
It was resolved to co-opt Neil Duggan onto the Parish Council and he joined the meeting from 7:02PM.

5. Open Session
The meeting was adjourned for the open session.

5.1. Ward Councillor
Mark Millmore provided a short report on Herefordshire Council. Due to personal difficulties Councillor Millmore would not be able to attend Parish Council meetings for the foreseeable future.

5.2. Footpath Officer
Duncan Smart provided a report on Public Rights of Way. Footpath HO3 had now been reopened and cleared of vegetation. Footpath HO1 had been cleared but Bloor Homes have insisted that the temporary closure remains in place. A complaint had been received regarding the stile at the end of Avocet Road which was difficult to use, this stile had been installed by Bloor Homes and is not on a formal right of way but Bloor Homes have agreed to revise the layout. It was resolved to approve expenditure for the servicing of the Parish Councils brushcutter and hedgecutter (if required) and to approve expenditure on a replacement set of gloves.

5.3. Public participation
No questions were received.

The meeting resumed following the open session.

6. To consider and adopt the minutes from the Parish Council meeting on the 12th August 2021
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

7. Progress reports

7.1. Councillor vacancies
Following the co-option of Neil Duggan there were now no vacancies on the Parish Council.

7.2. S106 traffic calming scheme
Herefordshire Council had confirmed that all S106 schemes were being reviewed in October and an update would be available then.

7.3. S106 footpath maintenance/improvement works
Herefordshire Council had confirmed that all S106 schemes were being reviewed in October and an update would be available then.

7.4. Allotments, Holmer West
No update was available.

7.5. Pond, Coldwells Road
It was confirmed that works to dredge the pond and coppice the adjacent trees were due to start on site shortly.

7.6. Road widening, Church Way
It was noted that Herefordshire Council Planning Enforcement were pursuing these outstanding works. It was noted that as part of these works the road gully would also need to be relocated and this should have been conditioned with a completion date.

7.7. Sewerage leak, Munstone Road
Councillors would endeavour to photograph the issue so that it could be raised with Herefordshire Council Environmental Health.

7.8. Holmer Park Aviary/Summer House
It was noted that Herefordshire Council were looking into the possibility of serving a S215 notice to require the repair of the building.

7.9. Footpath barriers, The Furlongs
It was noted that Crest Nicholson were looking to undertake landscaping works in October and the gap between the footpath barriers and hedge would be closed at this time.

7.10. Litter bin, A49
No response had been received from Highways England.

7.11. Footway siding out, A49
No response had been received from Highways England. It was noted that Herefordshire Council were also trying to secure an update on this.

8. Correspondence

8.1. Herefordshire Council: Invite to Parish Council Summits at 7:00PM on Tuesday 14th September and 7:00PM on Monday 6th December.
The above invites were noted.

8.2. Police: Consultation on draft Safer West Mercia Plan.
The above consultation was noted.

9. Parish matters for discussion/decision

9.1. Nil.
No matters.

10. Planning

10.1. P212261/F (re-consultation): Land to the East of the A49, Holmer, Herefordshire, HR4 9RG. Erection of one dwelling house and changes to the parking arrangements for plot 52, with associated access, landscaping and infrastructure.
Marc Mohan left the room for the duration of discussions on this item.

It was resolved that the Parish Council continue to object to the application.

It is felt that the application is premature as the foul drainage strategy for the adjacent site has not yet been finalised and approved. Until the foul drainage arrangements are identified this application cannot be considered.

10.2. P213102/FH: 12 Orchard Close, Hereford, Herefordshire, HR4 9QY. Proposed rear single storey extension with side infill extension and internal layout reconfiguration.
It was resolved that the Parish Council had no objections or concerns but would comment that the wall nearest the boundary should be rendered and painted to create a brighter, more reflective surface for the benefit of the adjacent neighbours.

10.3. P211722/FH (re-consultation): Dorgar, Shelwick Lane, Shelwick, Herefordshire, HR1 3AL. Proposed demolition of conservatory and replace with two-storey structure, raise existing roof over south facing bedroom and dormers to rear.
Marc Mohan left the room for the duration of discussions on this item.

It was resolved that the Parish Council would continue to comment that the proposals would create additional demand on the sewage connections and this should be considered in accordance with the River Lugg phosphate issues.

Additionally some of the plans are not adequately dimensioned which makes it difficult to determine the new ridge height of the structure.

10.4. P213285/PBA: Shelwick Grange Farm, Shelwick, Hereford, Herefordshire, HR1 3AW. Application to determine if prior approval is required for a change of use of an industrial building (Use Class E) to 5 dwellinghouses.
It was resolved that the Parish Council had no objections but would highlight the reports regarding hazardous waste on site which will need to be safely disposed of.

There were no matters to report.

12. Finance

12.1. Budget expenditure
It was resolved to approve the budget expenditure.

12.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

12.3. Invoices

It was resolved to approve the above invoices and cheques were duly signed.
