1. Apologies for absence
Apologies were received from Marc Mohan and David Cooper.
One application had been received from Debbie Peel; it was unanimously agreed to co-opt her to the council and she joined the meeting from 19:28PM.

- Public participation
A member of the public asked for feedback on the Parish Council’s response to Balfour Beatty’s traffic calming proposals (agenda item 7.5); it was noted that a copy of this response would be included in the minutes and in the newsletter.
A narrowed and overgrown footway was reported on the Roman Road between Belle Bank Avenue and Orchard Close and there was concern that the surface was slippery due to fallen fruit; it was resolved to report this to Herefordshire Council for review.
A member of the public requested an update on the traffic calming proposals (item 7.5), especially in respect of the suggestion by Balfour Beatty to close the Attwood Lane/Church Way junction; it was confirmed that the Parish Council had objected to this aspect of the proposals. A full copy of the response would be included in the minutes and in the newsletter.
The meeting resumed following the open session.
6. To consider and adopt the minutes from the Parish Council meeting on Monday 10th September 2018.
The minutes were agreed as a true record and were signed by the Chairman.
7. Progress reports
- Holmer West Development and the proposed combined cycleway/footway
It was resolved that Andy Coultas and Angela Tyler would meet with Herefordshire Council to review the issues and provide a report at a future meeting.
- The Rose Garden Asset of Community Value application
No update was available from Herefordshire Council.
- Balfour Beatty Road resurfacing C1125 and complaints received
A response had been received from Herefordshire Council but the concerns over unfinished work had not been addressed; a further response was awaited.
- Dog Fouling Bin relocation on Coldwells Road
It was noted that an order had been placed with Balfour Beatty to relocate the dog fouling bin on Coldwells Road.
- S106 proposed traffic calming scheme
The following had been sent to Balfour Beatty in response to their traffic calming proposals:
Holmer and Shelwick Parish Council would like to thank you for your work on the traffic calming proposals and would like to submit the following comments.
There is a very strong consensus from residents and councillors that the Church Way / Attwood Lane junction should remain open to all traffic. It is felt that closing this road would simply displace traffic onto other routes and would cause severe frustration for residents. An alternative suggestion is to widen the verges at this point (with additional kerbing) to slow drivers negotiating the bend and using the junction. You might wish to explore other measures to increase the safety of this junction.
The proposed speed limit reductions to 30MPH are fully supported.
The gateway features are supported but it is requested that these are made from a low maintenance material (such as Glasdon’s ‘Everwood’) and not traditional timber. This will ensure longevity, reduced maintenance costs and ease of cleaning.
The proposed raised junction at Munstone Road / Shelwick Lane / Coldwells Road is fully supported.
The proposed footway in Attwood Lane is fully supported with ‘Option A’ being the preference, so as to provide the best visibility and footway widths possible.
The traffic calming proposals for Shelwick village are fully supported as this is a built up area with families and young children. It is suggested that consideration should be given to an additional traffic calming feature prior C10 and the sharp bend, as there is limited visibility at this point and vehicle speed is often excessive.
The features proposed for Munstone Road, specifically between Munstone Crossroads to Roman Road, are supported. It is felt that the recorded vehicle speeds support the case for slowing traffic through this area.
However there is some concern regarding the features proposed for the remainder of Munstone Road and Coldwells Road. It is felt that many of the proposed traffic calming features are unnecessary and would urbanise the look of these rural routes. Coldwells Road and Munstone Road (from the crossroads up to the end of the parish at Lyde Cross) are already narrow, with a number of bends and limited forward visibility. This road layout itself already promotes lower vehicle speeds and this is substantiated by the traffic survey results. It is felt that the proposals for these roads could be revised, with funding instead diverted to create additional designated passing places, which would provide far more benefit to the community by allowing traffic to flow more easily without encroaching on owners drives or damaging the verges and drainage grips. You will appreciate that the parish has seen significant change over the last decade and residents and councillors are keen to preserve its rural identity as much as possible.
- Request for additional dog fouling bin(s)
It was resolved to purchase two additional dog fouling bins, one for the Furlongs estate and one for Munstone (by the bus shelter).
- Request to cut the grass at Coldwells Road pond
It was resolved to ask Mark Breedon Gardening to cut around the pond (if required) when the burial ground was cut.
- Invitation to Herefordshire Branch CPRE AGM at 2pm Saturday 13th October 2018
It was resolved to thank CPRE for the invite but unfortunately no one was able to attend.
Debbie Peel joined the meeting from 19:28PM.
- Neighbourhood Development Plan
The NDP Steering Group had met twice since the last Parish Council meeting in September.
All of the recommendations from the open day feedback had been reviewed with Kirkwells and the plan amended accordingly. Kirkwells are now producing the final draft of the NDP document which is hoped will be completed by the end of October. The most significant changes were to amend the settlement boundary for Holmer to bring it more in line with the current built form plus any known approved developments and to include a section on a design statement to help influence the final design of the western relief road as it passes through the parish.
The next step is to organise a final six week consultation after which any further changes can be made and the plans submitted to Herefordshire Council.
- 182987: Fayre Acres, Roman Road, Hereford, Herefordshire, HR4 9QW. First floor alterations to create 2 no en-suites for existing bedrooms under a flat roof dormer.
It was resolved that the Parish Council had no objections but a comment would be submitted requesting a pitched roof in the design so that it remained in keeping with the main dwelling.
- 182686: 6 Holmer Manor Close, Hereford, Herefordshire, HR4 9QZ. Garden summerhouse (retrospective).
It was resolved that the Parish Council had no objections or concerns.
- 183250: Land adjacent to Valden, Coldwells Road, Holmer, Hereford. Alter existing access off Coldwells Road to provide new access to approved Plot 41.
It was resolved that that the Parish Council do not agree to the use of the Parish Council’s land and object to the proposals. It was felt that the proposals would negatively impact the amenity of a popular community asset.
It was resolved to review the Parish Council records with a view to formally registering the land with Herefordshire Council and the Land Registry.
10. Parish matters for discussion/decision
It was noted that the newsletter was almost ready for printing and this would be circulated to residents by the end of October.
It was resolved to ask the Lengthsman to attend to an overgrown footway by the balancing pond on Attwood Lane (near the junction with Roman Road).
- Pest Control Contract
It was resolved to pursue additional quotes for pest control at Coldwells Road and review further at the next meeting.
- Clerk’s salary and expenses – £460.72
- HMRC (PAYE) – £104.00
It was resolved to settle the above invoices.
- To consider and approve budget expenditure
It was resolved to approve the budget expenditure.
