Meeting of Holmer and Shelwick Parish Council at 7:00PM on Thursday 8th July 2021 at Holmer Parish Centre, HR4 9RG

In attendance: David Hunter-Miller (Clerk), Duncan Smart (Footpaths Officer)

1. Apologies for absence
Apologies were noted from Tanya Walshe.

Mark Millmore (Ward Councillor) sent apologies.

2. Declarations of Interest
Marc Mohan declared a non-pecuniary interest in item 9.1 (P211722/FH).

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
No report was available.

4.2. Footpath Officer
HO3 and HO1 footpath closures were due to be revoked but the closures had not yet been lifted on site, this would be followed up with Herefordshire Council and Balfour Beatty. A resident had reported a high stile at HO1 and this would be discussed with Herefordshire Council.

4.3. Public participation
No questions were received.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 10th June 2021
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
It was noted that there was one vacancy on the Parish Council and applications from parishioners were welcomed.

6.2. S106 traffic calming scheme
No update was available.

6.3. Holmer West allotments
It was noted that Bloor Homes would be meeting with Herefordshire Council shortly to discuss the proposed new allotment site.

6.4. Adoption update, The Furlongs
No update was available.

6.5. Smart Water signs
The Chair was due to meet with the Police for a Smart Water publicity event.

6.6. Speeding concerns, Roman Road
No update was available.

6.7. Pond, Coldwells Road
It was noted that work to dredge the pond and coppice the adjacent trees was planned for autumn 2021.

Following discussions with the adjacent landowner it was resolved that the Parish Council would cover the cost of the maintenance work to those trees around the pond that reside on private land, as it was felt that this was of direct benefit to the Parish Council owned asset.

It was resolved to install a warning sign when the pond had been dredged and to update the Parish Council’s risk register accordingly.

6.8. Road widening, Church Way
It was noted that Herefordshire Council planning enforcement were investigating this.

6.9. Holmer Park Aviary/Summer House
The Clerk would discuss the options for providing a suitable blue plaque with Hereford City Council.

6.10. Post box, The Furlongs
It was noted that a new post box had been installed at the top of Pearmain Drive.

7. Correspondence

7.1. Boundary Commission for England: Parliamentary boundary review consultation.
It was resolved that the Parish Council had no objections or concerns.

7.2. Rail and Bus for Herefordshire: Vision statement in response to the Climate Emergency declared by Herefordshire Council.
The above vision statement was noted.

7.3. Police: Community Charter and ‘contact contract’ with the Safer Neighbourhood Team.
It was resolved that the Parish Council’s top three policing issues were:
1. Parking on footways
2. Vehicle speeding Roman Road
3. County lines

It was resolved to forward the meeting schedule for the year ahead to the Police and invite them to attend a future meeting.

7.4. Police: Launch of Neighbourhood Matters community messaging service.
The above service was noted and it was resolved to advertise it on the Parish Council’s website.

7.5. Herefordshire Council: Strategic housing provision.
The above correspondence was noted.

8. Parish matters for discussion/decision

8.1. Nil.
No matters were discussed.

9. Planning

9.1. P211722/FH: Dorgar, Shelwick Lane, Shelwick, Hereford, Herefordshire, HR1 3AL. Proposed demolition of conservatory and replace with two storey structure, raise existing roof over south facing bedroom and dormers to rear.
It was resolved that the Parish Council had no objections, but would comment that the proposals would create additional demand on the sewage connections and this should be considered in accordance with the River Lugg phosphate issues.

9.2. P211850/F: Land South of Coldwells Road, Holmer, Hereford. Change of use of land to form a dog park.
It was resolved that the Parish Council have no objections, but would comment that the proposed mesh fencing could be disruptive to nocturnal wildlife, such as bats and owls. A closed footpath exists across the land and if this was reopened provision would need to be made to keep it clear and unobstructed.

9.3. P212042/FH: White Roses, Canon Pyon Road, Hereford, Herefordshire, HR4 7RB. Installation of a secondary access to dwelling.
It was resolved that the Parish Council have no objections or concerns.

9.4. S106: To receive an update on available S106 funding and associated projects.
Herefordshire Council had confirmed that some of the existing available S106 funding could be used on footpath maintenance where it provides a material benefit to footpath users.

10. Burial Ground

10.1. To receive an update
There were no matters to report.

11. Finance

11.1. Budget expenditure
It was resolved to approve the budget expenditure.

11.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.3. Invoices

11.3.1. David Hunter-Miller (salary and expenses): £818.85
11.3.2. HMRC (PAYE): £32.36
11.3.3. Worcestershire County Council Pension Fund: £262.53
It was resolved to settle the above payments and cheques were duly signed.

11.4. Direct Debits

11.4.1. Welsh Water 05/07/21 (burial ground supply): £13.99
The above direct debit payment was noted.

12. Councillors’ reports and items for the next agenda
It was resolved to contact Highways England to request that the footways on the A49 be sided out and to report the overhanging hedges.

It was resolved to report an ongoing sewerage leak on the Munstone Road (approximately 200m from the junction with Roman Road) to Environmental Heath.

It was resolved to add the following items to the next agenda:
• Verge maintenance
• Footpath barriers (illegal equine use)
