Meeting of the Parish Council held at 7PM on Monday 12th March 2018 at Holmer Park Health Club & Spa, Cleeve Orchard, Hereford, HR1 1LL

The meeting was adjourned for the public open session.
1. Report by Ward Councillor
Andrew Round provided a report as follows:
- Jonathan Lester had been appointed as the new Leader of Herefordshire Council.
- New ‘jetpatching’ equipment was being used for pothole repairs.
2. Public participation
Sally Robertson (Burghill Parish Council) spoke regarding the proposed Hereford bypass. It was understood that Burghill Parish Council and Pipe and Lyde Parish Council (amongst others) did not favour the western route (as currently proposed by Herefordshire Council) but favoured a route to the east of Hereford. It was suggested that an eastern route would be more cost effective and provide various benefits to residents and visitors.
The meeting resumed following the public open session.
5. To consider and adopt the minutes from the Parish Council meeting on Monday 12th February 2018
The minutes were agreed as a true record and were signed by the Chairman.
6. Progress reports
- Dog fouling bins/posters
Mason Stephens and Kaja Hilsden had won the completion to design the dog fouling signs. Posters were being produced.
A further update from Herefordshire Council regarding the installation of dog fouling bins would be requested.
- Meadow Park road adoption
Herefordshire Council had confirmed that the road was not yet adopted but it was hoped that this would be achieved within the next two months.
- Traffic calming provision (S106)
Balfour Beatty Living Places had confirmed that the funding had been released and that proposals were being developed for consultation with the Parish Council. It was hoped that further information would be available for the next council meeting.
- Shelwick traffic safety concerns
An update was given following the site visit at this location (near to Hawthorne Cottages). It was noted that various road safety improvement works had been proposed by Herefordshire Council. It was agreed to write to Herefordshire Council to urge for these works to be undertaken as quickly as possible.
- Soil bund on Bloor Homes development
Andrew Round confirmed that the soil bund was a temporary feature during construction.
- Traffic management arrangements for Bloor Homes development
It was confirmed that traffic signals had been proposed for the Bloor Homes development (where it joins the Roman Road) on the original application. It was agreed to contact Herefordshire Council to confirm that these would still be provided.
7. CCTV issues
It was noted that a response had been received from the resident regarding the private CCTV system that potentially overlooked public areas. It was noted that the resident had taken steps to comply with the Data Protection Act legislation.
7. Public Rights of Way
Duncan Smart provided an update.
The proposed future bypasses would potentially conflict with the public rights of way network and this would be reviewed as plans became available.
It was agreed to clarify with Herefordshire Council why the Parish Council were not consulted on 180547 (EIA screening opinion request for the demolition of modern farm buildings and residential re-development comprising up to 80 dwellings and apartments including conversion of two traditional barns and listed farmhouse and associated access and drainage works).
1. 180618 – Land to the North of the Roman Road and West of the A49, Holmer West, Hereford. Application for approval of reserved matter following outline approval (150478) for the creation of main link road (spine road) linking access between the Roman Road and the A49.
2. S106 Funding
It was agreed to review this at the next meeting.
9. Hereford bypass
Herefordshire Council’s consultation documents, the comments of residents and neighbouring parishes, were all considered at length. It was noted that all seven of the proposed western routes followed the same route through Holmer and Shelwick Parish.
It was agreed by majority vote to support the Hereford bypass (western route). It was agreed to write in support of the proposals (any of the seven routes outlined).
10. Neighbourhood Development Plan (NDP)
The final draft plan had been completed and was ready for consultation. It was agreed to hold a consultation exhibition at the Holmer Parish Rooms on Saturday 7th April 2018. Various methods for advertising the draft document and consultation event were considered and approved.
11. Councillor training
It was agreed to hold the HALC training session for the whole council on Monday 16th April 2018 at 7PM.
- To consider coordinating a litter pick for 2018.
It was agreed to add this to the Newsletter.
- To consider signing Herefordshire Council’s ‘Litter Pledge’
It was agreed that the Parish Council would pursue their own arrangements for litter picking.
The proposed Parish Council newsletter was discussed and it was hoped to have the content finalised for the next meeting.
The Lengthsman would be asked to attend to the ditches / grips at Coldwells Road (Secret Garden to Munstone crossroads).
Blocked drains near to the church / nursing home would be reported to Highways England for attention.
- Clerk’s salary and expenses – £428.57
- HMRC (PAYE) – £100.40
- Holmer Church of England Academy (dog fouling sign competition) – £50.00
- HALC (subscription) – £1078.00
The above payments were approved and cheques duly signed.
- To consider adding additional signatories to the bank mandate.
It was agreed to add David Cooper and Ange Tyler as signatories on the bank mandate.
16. Councillors’ reports and items for the next agenda
Sewerage had been reported on a field to the north of Attwood Lane / east of Coldwells Road.
It was agreed to add the following items to the next agenda:
- S106 funding
- Notice boards
- Traffic calming update
- Meadow Park Road adoption update
- Secret Garden – to discuss ongoing support for the community asset
17. Date of the next meeting
The next scheduled meeting of the Parish Council is at 7PM on Monday 9th April 2018.
