Meeting of the Parish Council held at 7PM on Monday 12th February 2018 at Holmer Park Health Club & Spa, Cleeve Orchard, Hereford, HR1 1LL

1. Apologies for absence
Apologies were received from Andy Coultas, Ange Tyler and Neil Flanagan.

2. Declarations of Interest
Nil declared.

3. Dispensations
Nil received.

4. To consider and adopt the minutes from the Parish Council meeting on Monday 8th January 2018.
The minutes were agreed as a true record and were signed by the Chair.

5. Progress reports
1. Dog fouling bins/posters
ABC Printing had kindly offered to print the posters for free.

6. Open Session:
1. Report by Ward Councillor

  • Herefordshire Council’s budget had been set resulting in a 4.9% increase in Council Tax.
  • The planning application for Holmer Trading Estate would most likely be revisited.
  • Attempts had been made to clear the blocked gully on Munstone Lane but further work was needed.

2. Public participation (10 minutes)
The meeting was adjourned for public question time.
A member of the public raised concern with traffic issues at Shelwick (agenda item 9); it was understood that there had been a number of accidents recently. Herefordshire Council had been approached over a speed limit reduction but had referred the matter to the parish council.
The new owners of the Secret Garden public house introduced themselves; the pub would be open on the 2nd March 2018.
It was queried whether the Meadow Park estate had been adopted yet, the Clerk would clarify this with Herefordshire Council and confirm at the next meeting.
The meeting resumed following the public open session.

7. Footpaths report
A short update on the public rights of way network was given by Duncan Smart.

8. Planning
1. P174412/O – The Barns at The Retreat Farm, Munstone, Hereford, Herefordshire. Proposed removal of old disused barns, construct four bedroomed dwelling and double garage.
The council raised no objections.

9. Traffic Safety
Traffic safety concerns were considered relating to the C1125 at Shelwick. It was agreed to conduct a site visit to review and add to the next agenda for further consideration. Andrew Round agreed to obtain accident statistics from Herefordshire Council.

10. Bloor Homes
Residents had queried why the proposed access for this site (from the Roman Road, opposite Kempton Avenue) would not be signal controlled. Andrew Round agreed to confirm the proposed traffic management arrangements for this development.

11. River Lugg Internal Drainage Board
The council raised no objections to the revised byelaws.

12. Community Champion Awards
The council agreed to nominate Duncan Smart, Footpaths Officer, for the hard work undertaken throughout the parish keeping the footpaths and bridleways clear.

13. Neighbourhood Development Plan

  • The Neighbourhood Development Plan draft was nearing completion, ready for consultation with the whole parish.
  • An informal consultation and exhibition would be undertaken to gauge local views prior to approaching Herefordshire Council.
  • An advert would be run in the local parish magazine.
  • It was hoped that the next grant application could be submitted March 2018.

14. Private CCTV camera issues
A guidance document on the use of private CCTV systems was circulated. It was noted that a resident had a CCTV system that overlooked public areas and it was agreed to bring this concern to the resident’s attention and direct them towards the relevant guidance.

15. Challenge Fund highway resurfacing
It was agreed to support the use of concentrated periods of full road closures to allow for more extensive repairs.

16. Councillor training
It was agreed to arrange for training on planning through the Herefordshire Association of Local Councils (HALC).

17. Newsletter
The council discussed arrangements relating to the proposed newsletter.

18. Lengthsman
No work was requested for the month ahead.

19. Finance

  1. Clerk’s salary and expenses – £540.17
  2. HMRC (PAYE) – £123.80
  3. Herefordshire Council (dog fouling bins) – £952.08
  4. Richard Mills (Lengthsman) – £145.20
  5. Richard Mills (Lengthsman) – £264.00
    The above payments were agreed and cheques duly signed.
  6. To note receipt of £200.00 compensation from Lloyds Bank.
    The above receipt was noted.
  7. To consider and approve the bank reconciliation.
    The bank reconciliation was considered, approved and signed by the Chair.

20. Councillors’ reports and items for the next agenda
The following items were agreed for the next agenda:

  • Concerns raised regarding a bund / mound that had been created on the Bloor Homes development. Andrew Round suggested that this was most likely a temporary feature during construction only; this would be clarified for the next meeting.
  • Plans for the bypass
  • Traffic safety issues at Shelwick
  • NDP update
  • CCTV update
  • Litter pick
  • Bank account signatory access

21. Date of the next meeting
The next schduled meeting of the parish council is at 7PM on Monday 12th March 2018.
