Minutes 10th April 2017

Parish Council meeting on 10th April 2017 at 7pm at
Holmer Park Health Club & Spa Cleeve Orchard,
Roman Road, Hereford HR1 1LL

1. Apologies for absence
Apologies received from Ward Councillor Andrew Round.
Mark Mohan sent apologies that he would be late to the meeting.

2. Declarations of Interest

Nil received.
A resolution was passed to exclude members of the public due to the confidential nature of the following item.

4. Casual vacancies
Applications to fill the two Parish Councillor vacancies had been received from Gitta Ferguson, Neil Flanagan and Ronald Williams. Following debate by the Parish Council it was decided to co-opt Gitta Ferguson and Neil Flanagan to fill the two vacancies and the Declarations of Acceptance of Office of Councillor were signed to allow their participation in the meeting.
Councillor Gitta Ferguson and Councillor Neil Flanagan were invited to sit on the Parish Council for the remainder of the meeting.

5. To consider and adopt the minutes from the Parish Council meeting on 13th March 2017
The minutes of Parish Council meeting on the 13th March were approved and signed by the Chairman.

6. Progress reports:

1. Layby maintenance, A49
The Clerk reported no update was available from Highways England, at this time.
2. Heras fencing, Attwood Lane
The Clerk confirmed that a permanent replacement to the temporary Heras fencing had been agreed by Crest Nicholson and would be in place by the end of June 2017. The Parish Council would monitor progress.

7. Open Session:

1. Report by Ward Councillor
Ward Councillor Round had sent apologies and no report was given.
2. Public participation

A member of the public gave an update on the ‘Songs of Praise’ programme to be filmed in Hereford.
A member of the public queried a traffic issue but it was concluded that this was outside the parish boundary and so could not be discussed at the meeting.

8. Report from the Neighbourhood Development Plan (NDP) steering group
Following enquiries to various planning consultants, positive responses had only been received from Sally Tagg and Kirkwells. It was hoped that they would be able to attend an extraordinary meeting on the 4th May to discuss their proposals and the Clerk would send invites accordingly.
Mark Mohan joined the meeting at 19:21.
The Chairman would contact the steering group members to update them on the latest position and to confirm if they were still interested in supporting development of the plan. The Parish Council website would also be updated accordingly.
The Council discussed the Hereford Area Plan (HAP). It was confirmed that anyone can attend the meetings of the HAP and the Parish Council had been represented at previous meetings.

9. Planning and Updates

1. P171008/F – Land adjacent to Lyde Cross Tree, Munstone, Herefordshire. Proposed three bedroom house with detached garage.
Approved by the Council, but a query would be raised with the planning office regarding the accuracy of the boundaries shown on the various plans.
2. 170949 – The Office, The Grange, Shelwick, Herefordshire, HR1 3AW. Prior approval for a proposed change of use only of a class B1(a) office building to create a single dwellinghouse.
Approved by the Council, provided that access and highway safety standards could be achieved.
3. 171200 – Land adjacent to Stone House, Munstone, Herefordshire. Site for proposed cottage and garage using existing access.
Approved by the Council. Further scrutiny of the application would be made later in the planning process.
4. P162912/RM – DETERMINATION MADE – Approved with Conditions. Application for approval of reserved matters following outline approval. (P141487/O)- 41 dwellings, public open space and associated infrastructure.

An email response from Balfour Beatty Living Places regarding the queries raised at the last meeting of the Council was read by the Clerk. The Council will monitor progress on the site to see that the conditions have been observed.

10. Street lighting consultation

1. Holmer West (between the A49 and the A4103).
The Council requested that a full street lighting scheme would be provided for the through roads, and that all estate roads should have low-level bollard lighting.
2. Homer East (Crest Homes).
The Council requested that low-level bollard lighting be provided for this development.

11. Footpaths report
An update on bridleway HO18 was given by the Footpaths Officer, it was now fully cleared and signed.
The Council discussed whether a pedestrian route near the A49 Layby to the rear of the Church was a Public Right of Way. The Council and Footpaths Officer believed that this was not recorded on the definitive map but this would be verified and enquiries would be made to see if the route could be formally dedicated.

12. Lengthsman Scheme update
The Clerk gave an update on the Lengthsman Scheme and the Council noted that funding from Herefordshire Council would be reduced from £1032 for 2016/17 to £258 for 2017/18. The Council agreed that it would continue to support the scheme financially as it was felt to be of great benefit to the community.
The Clerk was asked to report verge erosion in Coldwells Road and Munstone Road to the Lengthsman for action.
It was agreed that the programme of work for the Lengthsman would be added to next agenda for discussion.

13. Community litter pick
Due to lack of interest it was felt that the litter pick might need to be postponed. A suggestion was made to tie in with events at the nursing home. A revised date for the litter pick would be discussed at the next meeting.

14. Dog fouling bins update
A discussion was held on the location of the proposed dog fouling bins. It was agreed that additional bins would be provided on Roman Road (to right of Attwood Lane) and near the Pond on Coldwells Road.

6. Parish Council bank account update and mandate change
The Council agreed the payments as listed and signed the bank mandate forms.

16. Training courses for Parish Councillors
It was agreed that Councillors Gitta Ferguson and Councillor Neil Flanagan would attend the ‘Leading Lights’ training course on the 10th May 2017, utilising the two free places available from the Herefordshire Association of Local Councils (HALC).
The Council were awaiting further information and dates regarding the HALC training on planning.

17. To consider date and format of Annual Parish Meeting
It was agreed that the Annual Parish Meeting and Annual Meeting of the Parish Council would both be held on the 8th May at 6:30PM.
It was hoped that by this time an update on the NDP and appointed planning consultant would be possible.

18. Councillors’ reports and Items for the next agenda
The Chairman confirmed that he was holding the following items from the previous Clerk: colour laser printer, office filing cabinet with paperwork, storage boxes containing feedback from the community led plan.
The Council agreed the following items for the next agenda (8th May 2017):

  • Burial ground issues
  • Runoff and flooding issues in the parish (in particular Coldwells Road and Munstone Road)
  • Dog fouling bins
  • A49 layby maintenance (Highways England)
  • Lengthsman schedule of work
