The New Transparency Code for Parish Councils

The new Transparency Code came into force on 1st April 2015. This regulation is mandatory for smaller parish councils with a turnover of less than £25,000.
All parish councils are obliged to have a website where information must be published. Holmer & Shelwick is ahead of the game in this respect and many other PC’s are now playing catch-up.

What is required to be published?

  • End of year accounts. *Click Here*
  • Annual governance statement.
  • Internal Audit Report.
  • Details of Council assets including land and buildings. *Click Here*
  • Date and amount of all expenditure above £100 (exVAT).
  • Agendas and paper three clear days before meetings.
  • As well as the approved minutes of meetings draft minutes must now also be published no later than one month after a meeting.

Attwood Lane /Roman road footpath sewage problem

We met with a representative of Welsh Water today (1st October 2015)
At the moment Welsh Water has no control over the Furlongs private pumping station which is owned by Crest. The sewage flows from there into the Cleeve Orchard pumping station where the sewage is coming up at the lowest point onto the road and footpath.

These two pumping stations lack a radio link which would control the flow. However, within the next few months Welsh Water will take control of the Furlongs pumping station and will be able to run the system more effectively.
Welsh Water said they prioritise work in relation to the number of complaints they receive and have only one reported complaint so far.

“Further to our meeting earlier today I have confirmed that the asset number for the Sewerage Pumping Station is “72456 Cleeve Orchard SPS” and the nearest postcode is HR4 9UN.

As discussed if any residents or passer-by’s note any issues can they please contact us on 0800 085 3968 and make a report so that we can attend and assist. I would ask that all complainants provide as much information as to what the issues is so that the appropriate persons in the business can attend to the matter.

As and when I have a confirmed date on the transfer of the Furlong’s Sewerage Pumping Station I shall update you accordingly,”

Dog Fouling within the Parish

We’ve received a number of complaints regarding this and we’re looking into the costs of dog poop bins and the cost of emptying  them as well as the price and details of normal litter bins. We’ll also put signs on notice boards reminding people that they can be fined.

The New Transparency Code for Parish Councils
